Democrats had been investigating that call amid allegations Trump and his personal lawyer, Rudy Giulani, had been trying to pressure Kiev to pursue corruption charges against former Vice President Joe Biden, who his leading the field of Democrats running for the 2020 presidential nomination.
"Trump is using this because he knows I'll beat him like a drum and is using the abuse of power and every element of the presidency to try to do something to smear me", Biden said. "This behaviour is particularly abhorrent because it exploits the foreign policy of our country and undermines our national security for political purposes", Biden said in the statement, as cited by the Hill.
Asked whether he'd discussed Biden with Ukraine's Zelensky during a phone call in late July, Trump said it "doesn't matter what I discussed", but insisted that someone should look into Biden.
Questions about whether Trump or his lawyers have sought to have Ukraine dig up dirt on Biden emerged following a report in The Washington Post earlier in the week that an unidentified US intelligence agency official had filed a complaint with the intelligence community's inspector general, alleging Trump made a "troubling" promise to an unspecified leader.
President Trump spoke to new Ukrainian President Volodymyr Zelensky two and a half weeks before the complaint was given to Intelligence Community Inspector General Michael Atkinson on August 12, reported by the Washington Examiner.
Reports then emerged - first in The Washington Post - that the complaint was related to a conversation between Trump and a foreign leader.
Democrats noted two things about letters they received from a counsel to Maguire - that the Justice Department had been consulted, a highly unusual move, and that the information "involves confidential and potentially privileged communications by persons outside the intelligence community". He said Trump should release the transcript of his July phone conversation with Zelenskiy "so that the American people can judge for themselves".

Trump and Zelenskiy will meet next week on the sidelines of the United Nations General Assembly in NY, a senior administration official confirmed after Zelenskiy's office announced the meeting on Friday. The House Intelligence Committee is demanding it be given the whistleblower's complaint in line with a finding by the inspector general for the intelligence community that the matter met the legal threshold for transmission to Congress.
That IG, Michael Atkinson, met behind closed doors with the House intelligence committee on Thursday.
Among the whistleblower's allegations appear to center on Ukraine, in step with The Washington Put up and The Unusual York Cases.
Ukraine's prosecutor general told Bloomberg in May he had no proof of wrongdoing by Biden or his son.
The pair clashed after Giuliani initially denied asking for an investigation into Biden, then responding "of course I did", moments later.
